What we have here is a snowman (I checked under his skirt) with a sign reading "warm winter wishes." This snowman wants to die. He is suicidal and therefore wishing for a warm winter so he can melt off his mortal coil.
I'm always disturbed by winter decorations that involve snowmen holding signs with the word "snow" on them. Snowmen are made of snow and having one hold a sign with the words "Let it snow" is akin to a regular person holding a sign that reads "Let flesh rain down from the skies." It's weird.
